To Henare Matua and Tikawenga Te Tau, together with the committees of Tamatea. Greetings, friends, to you and your committees. May you be well with perseverance and steadfast hearts - that is good. Henare, you who are committed to your work - we have received word that you have joined Parliament. Friend, these are words being sent to you – a proverb concerning Maui Tikitiki a Taranga, who was the youngest child of that family - I too am the youngest of this junior committee. Our words are sent to you so that you may know and recognise what is wrong - point out the wrong; recognise what is right - establish the appropriate fine amount. These are the works of this committee that have been completed and confirmed for publication in the newspaper. The establishment is complete: Hunia Teiki has been appointed as chairman, and eight men have been selected as his associates to serve as the executive committee. We have been duly chosen and appointed as the people to administer justice - this group being people who are humble before both the law and the people. Therefore, the works being undertaken by this committee are presented to you. We request of you that you firmly establish in pounds the fines that are appropriate for these matters, namely the fine for theft, the fine for adultery, the fine for false accusation, the fine for unprovoked fighting, and the fine for alcohol consumption.
