This announcement is for the meeting with the chiefs sitting at Pakohai on the 28th day of March 1878, so that it may be heard and understood.
The main purposes of the meeting at Kahuranaki announced on 20 March 1878 have been agreed upon by the people and chiefs that those words are correct to be sent to the government so that it may authorise those matters which are written below.
1. First
It has been agreed by the meeting that committees of deliberation should stand under the authority of the chiefs and the people, and also be given to be authorised by the government to manage our difficult matters between the two peoples, Maori and Pakeha.
2. Second
That a committee of chiefs and the entire tribe should be established as guardians for that deliberation committee, when completed it should be given to be authorised by the government.
3. Third
A Maori land court should be established by us under the authority of the chiefs and the administrators with the entire tribe, when completed it should be given to be authorised by the Government.
4. Fourth
The Pakeha who have worked as Commission Officers in the old government - we do not agree that those people should stand within the new government to administer the Maori people.
5. Fifth
Sir George Grey is the head of the new government, he and those ministers with John Sheehan the minister for the Maori side. O friends, regards to you all in the chieftainship of the Queen and her authority.
6. Sixth
O friends, may you two have authority over our matters held above, let neither of you be deterred lest it be left as something to oppose your government.
