These are the Rules that the committee decided at the meeting on the 12th and 13th of September 1873. The first and most important matter discussed by these three committees was the Lord's holy communion.
The second was the trouble of Eraihia's wife, the third was Te Teira Tiakitai's trouble with his younger sibling Te Orihau, until the day when those 2 issues were addressed, then the issues of those 2 troubles became properly understood.
Then the 2 troublesome matters related to Henare Matua's journey to Turanga were brought forward, those 2 troublesome matters being one of drunkenness, one of adultery, and these troublesome matters related to the journey to Turanga were addressed.
Regarding the 2 troublesome matters of this settlement, similar in nature to the troublesome matters already in this settlement, one being adultery, one being drunkenness, they were added/included for deliberation.

To the committees, those 4 troublesome matters were then addressed by those committees on the 17th of September 1873. The first of the committee's proceedings concerned the troublesome matters specific to this settlement itself, namely drunkenness from alcohol and adultery.
First rule: No one must arrive intoxicated at any of the parishes under the committees' authority, whether during times of meetings or during times when there are no meetings. This behaviour of drunkenness must never be brought by any person into the parishes under the committee's authority.
If a person conducts drunkenness in any of the paddocks of the committee, a monetary penalty will be imposed, that is this: if that person enters the house of the committee, whether that drunk person is disorderly or not.
A monetary penalty of 10 shillings will be imposed. If that drunk person does not enter the house of the committee

but is wandering drunk on the marae, a monetary penalty of 5 shillings will be imposed.
If the disorderly behaviour of that drunk person becomes more severe, deliberately turning to assault any person, woman, elder, child, or the main committee itself, that person will be punished with a heavy punishment as follows: a monetary penalty of £1 pound will be imposed.
Or more than one pound, depending on the severity of the injury or harm caused to a person, the manner by which the appropriate monetary settlement is determined, whether it should be paid with money or through another form of payment - the law determines the appropriate settlement.
Second rule: Even if the administrators of the law themselves authorised the consumption of alcohol on designated days.

If someone is assigned work by the main committee, no matter what type of work, and they drink alcohol on their work days (whether becoming fully drunk or not), that person will be judged as having sinned and will be fined 15 shillings for breaking the rules.
If a person drinks alcohol, they should finish it at the pub, not bring it to the parish of the committee, lest it be said it is unauthorised behaviour by the law and the committee to demand money from a person.
The law and the committee have a clear understanding: because of the severe violations by people of the established practices and rules, it is justified in imposing monetary penalties

on proud-hearted individuals who commit adultery, engage in drunkenness, desecrate worship to the Almighty God of heaven and earth, or break His Sabbath by traveling without proper purpose on the holy day.
The occasions/causes of sin become reasons for these types of people to break the Sabbath by going to drink alcohol, commit adultery, or engage in other worldly activities.
Third rule: This provision is established as a Rule addressing alcohol, adultery, and all sins committed by individuals in the domain of faith and law, which now extends throughout the world.
Regarding a person who casually has sexual relations with another person's wife - when a person who engages in sex is influenced by alcohol, it becomes the basis for his sexual relations with another man's wife or with an unmarried woman - it is recognised by the law and its

administrators that all parishes under the law's power have the authority to put an end to the influence of people who show arrogance toward the law and faith, which is supported by scripture:
He who exalts himself will be humbled by the law, while the person who humbles himself beneath all laws will be exalted by the law and faith, that is the doctrine.
The way of the person who humbles himself before God and the law that is vigilant in upholding its ways so that evil may be defeated by good, for the sinful person will not be left as a leader of the law.
Hence the law's instructive word comes forth: that a person should be correct and truthful when speaking God's name and not take the Lord's name in vain, whether in churches or in ordinary houses where the name of the Lord is spoken. A person should never be prideful or arrogant toward God,

lest such people be seen by the law of faith breaking its practices, and wrongdoing will be determined against them.
The proper and rightful behaviour for a person during times when God's name is spoken: do not be proud, do not be arrogant, do not be threatening, do not bring intoxication before God, before the Ministers, or before the deacons, lest monetary penalties be imposed on those kinds of people who bring drunkenness, who desecrate worship, or who degrade the works of faith. The sin will be judged and a monetary penalty of 10 shillings per person will be imposed.
These Rules were specifically created by the committee to address the two matters pertaining to this settlement.

Announcement:
Concerning the troublesome matters that came to light during Henare Matua's journey to Turanga, there were 2 troublesome matters identified in Turanga: one being adultery, one being drunkenness.
From the main committee all the way to the bishops, there was concern about the hypocrisy around these 2 troublesome matters of adultery and drunkenness. When Henare Matua identified these 2 troublesome matters within his committee he reported this upward to his bishops.
His proposal was that the problems of his committee should be brought back to be addressed by the committees who remained at the settlement.
The committees that remained at the settlement agreed it was right for Henare to refer these problems back to them, so they could properly investigate these issues when the travelers returned.

For this reason, the issues of this settlement were addressed first, allowing us to then examine the wrongdoings of that journey to Turanga.
The wrongdoing of that journey to Turanga was clearly established. The committee addressed these two sins - adultery and drunkenness - because the journey to Turanga was not lawless; they had created rules for that journey, completed like the Ten Commandments shown to Moses.
This explains the determination of sin for that committee that mission that went to Turanga: one was rule-breaking [violating their own established rules], the other major issue [failing to follow] resembled Christ's words to his disciples.
Go you disciples to all nations, there is indeed another scripture similar to this mission in Matthew 10 in verses 9 -10

"Do not get any gold or silver or copper to take with you in your belts - no bag for the mission or extra shirt or sandals or a staff, for the worker is worth his keep."
That is the reason for the many objections to that mission [as it did not adhere to these principles of simplicity and humility].
Here is another scriptural metaphor that applies to that mission to Turanga, where the scripture says 'Be very careful about how you conduct yourselves - not as unwise people but as wise ones.' Here is yet another scriptural reference that applies to those who uphold the works of faith and the law.
Whether a prayer leader or bishop, that exhortation word of Christ says "Let your light shine before others, that they may see your good deeds and glorify your Father in heaven."
There are many objections from faith and the law for

these 2 troublesome matters of the committee all the way to the bishops, the extent of the sin is like a passage of scripture: "those who come into our practices will be blocked by false teachings"
before God and the law. This is the reason it was called false teaching from going from this settlement to preach the words to the world, 2 troublesome matters, one is adultery, one is alcohol, that is the root of adultery, alcohol.
After returning home, another offense was added to this committee's wrongdoings - they brought tattoo experts (tohunga ta moko). When these tattoo practitioners arrived, they elevated and celebrated the practice of traditional tattooing.
The significance of this elevation of ta moko was this: those who brought these tattoo practioners deliberately intended to give the practice a status and authority

comparable to Christ's words to his Apostle: 'You are Peter, and upon this rock I will build my church, and the gates of Hades will not prevail against it. When they came to this settlement, these [tattoo practices] were endorsed by their supporters, and then the thinking of both the supporters and those who brought them suddenly leapt up. They elevated this practice in its full expression, including tattoos on legs, arms, and the entire body, determined to challenge faith and law. Standing firmly against this challenge was the church known throughout the world as Te Aute [Anglican], together with the law. The church and the law recognised that the practice of tattooing was not of equal standing to be a worthy debate opponent for the church, the law, and the doctrine.
Christ has already declared that all works in the world, in heaven, and in the spirit world (Te Reinga), regardless of what transgressions people commit or what wrongful deeds people perform,

will never prevail against His church. The doctrine and the law recognised that both this practice of ta moko and its advocates would be defeated when they challenged the very essence of the law and faith, having presumed to establish the practice as equal in spiritual authority to the church and religious law.
The church and law were confident they would overcome the tattooing practice because church prayers [litany] specifically condemn pride, secret gatherings, cannibalism, false teachings, and causing division within the church.
[It also addresses] stubborness and contempt for divine law and doctrine. When the gospel first arrived at this island, people harboured hatred toward one another and practiced cannibalism.
People would perform ritual self-cutting during mourning for one another. Faith and the law decreed that people should stop consuming one another and

humanise the grieving between one another. These doctrines of the Gospel were agreed to by all islands in this world. From the time when the work of faith and the law became widespread, [yet] people's thoughts returned to cannibalism and
contempt for its doctrines and laws. Now, that doctrine, that law will not fail, but the practitioners of that tattooing practice will fail along with its supporters of that practice, this is the settling of the defeat by the law and faith.
A monetary penalty of £1 (one pound) will be imposed on the person who introduces the practice of tā moko. A monetary penalty of £1 5s (one pound and five shillings) will be imposed on each supporter of the practice. If there are multiple supporters, this same monetary penalty will be imposed on each and every person.
Here also is the scripture/teaching that made clear the declaration of the law that it will defeat those kinds of people who are arrogant toward its laws and all its works. Heaven and earth and people will pass away, but its teachings and its works will never pass away.

Here is guidance for the missions of Henare Matua on this island, whether he has already traveled them or whether he still has to travel, regarding the summons of the tribes of this island for the
journeys still remain. This explanatory word is in Acts 6, verses 3, 4, and 5, the first verse says: “Therefore, brethren, seek out from among you seven men of good reputation, full of the Holy Spirit and wisdom, whom we may appoint over this business” for the works for the journeys throughout this island when the time comes that is arranged for the calls of this entire island.
These biblical words were applied to Henare's future journeys because of what happened during his Turanga trip. In that case, only the

sea spray [challenges] touched upon his outer garment merely making it moist, which was somewhat fortunate; had it been cast into the midst of the ocean or consumed/devoured by the opposition, no life would have been seen within what was consumed or devoured - it would have been recognised as death forever into the great night, the long night [with eternal consequences]. Here also is another arrangement for his remaining journeys: it is right that the invitations from various parts of this island be respected.
The reason is we know about the loading of the waka: if the waka is loaded on just one side, the waka will capsize; if the load of the waka is distributed equally, then that waka will not capsize.

These are the Rules that the committee decided at the meeting on the 12th and 13th of September 1873. The first and most important matter discussed by these three committees was the Lord's holy communion.
The second was the trouble of Eraihia's wife, the third was Te Teira Tiakitai's trouble with his younger sibling Te Orihau, until the day when those 2 issues were addressed, then the issues of those 2 troubles became properly understood.
Then the 2 troublesome matters related to Henare Matua's journey to Turanga were brought forward, those 2 troublesome matters being one of drunkenness, one of adultery, and these troublesome matters related to the journey to Turanga were addressed.
Regarding the 2 troublesome matters of this settlement, similar in nature to the troublesome matters already in this settlement, one being adultery, one being drunkenness, they were added/included for deliberation.

To the committees, those 4 troublesome matters were then addressed by those committees on the 17th of September 1873. The first of the committee's proceedings concerned the troublesome matters specific to this settlement itself, namely drunkenness from alcohol and adultery.
First rule: No one must arrive intoxicated at any of the parishes under the committees' authority, whether during times of meetings or during times when there are no meetings. This behaviour of drunkenness must never be brought by any person into the parishes under the committee's authority.
If a person conducts drunkenness in any of the paddocks of the committee, a monetary penalty will be imposed, that is this: if that person enters the house of the committee, whether that drunk person is disorderly or not.
A monetary penalty of 10 shillings will be imposed. If that drunk person does not enter the house of the committee

but is wandering drunk on the marae, a monetary penalty of 5 shillings will be imposed.
If the disorderly behaviour of that drunk person becomes more severe, deliberately turning to assault any person, woman, elder, child, or the main committee itself, that person will be punished with a heavy punishment as follows: a monetary penalty of £1 pound will be imposed.
Or more than one pound, depending on the severity of the injury or harm caused to a person, the manner by which the appropriate monetary settlement is determined, whether it should be paid with money or through another form of payment - the law determines the appropriate settlement.
Second rule: Even if the administrators of the law themselves authorised the consumption of alcohol on designated days.

If someone is assigned work by the main committee, no matter what type of work, and they drink alcohol on their work days (whether becoming fully drunk or not), that person will be judged as having sinned and will be fined 15 shillings for breaking the rules.
If a person drinks alcohol, they should finish it at the pub, not bring it to the parish of the committee, lest it be said it is unauthorised behaviour by the law and the committee to demand money from a person.
The law and the committee have a clear understanding: because of the severe violations by people of the established practices and rules, it is justified in imposing monetary penalties

on proud-hearted individuals who commit adultery, engage in drunkenness, desecrate worship to the Almighty God of heaven and earth, or break His Sabbath by traveling without proper purpose on the holy day.
The occasions/causes of sin become reasons for these types of people to break the Sabbath by going to drink alcohol, commit adultery, or engage in other worldly activities.
Third rule: This provision is established as a Rule addressing alcohol, adultery, and all sins committed by individuals in the domain of faith and law, which now extends throughout the world.
Regarding a person who casually has sexual relations with another person's wife - when a person who engages in sex is influenced by alcohol, it becomes the basis for his sexual relations with another man's wife or with an unmarried woman - it is recognised by the law and its

administrators that all parishes under the law's power have the authority to put an end to the influence of people who show arrogance toward the law and faith, which is supported by scripture:
He who exalts himself will be humbled by the law, while the person who humbles himself beneath all laws will be exalted by the law and faith, that is the doctrine.
The way of the person who humbles himself before God and the law that is vigilant in upholding its ways so that evil may be defeated by good, for the sinful person will not be left as a leader of the law.
Hence the law's instructive word comes forth: that a person should be correct and truthful when speaking God's name and not take the Lord's name in vain, whether in churches or in ordinary houses where the name of the Lord is spoken. A person should never be prideful or arrogant toward God,

lest such people be seen by the law of faith breaking its practices, and wrongdoing will be determined against them.
The proper and rightful behaviour for a person during times when God's name is spoken: do not be proud, do not be arrogant, do not be threatening, do not bring intoxication before God, before the Ministers, or before the deacons, lest monetary penalties be imposed on those kinds of people who bring drunkenness, who desecrate worship, or who degrade the works of faith. The sin will be judged and a monetary penalty of 10 shillings per person will be imposed.
These Rules were specifically created by the committee to address the two matters pertaining to this settlement.

Announcement:
Concerning the troublesome matters that came to light during Henare Matua's journey to Turanga, there were 2 troublesome matters identified in Turanga: one being adultery, one being drunkenness.
From the main committee all the way to the bishops, there was concern about the hypocrisy around these 2 troublesome matters of adultery and drunkenness. When Henare Matua identified these 2 troublesome matters within his committee he reported this upward to his bishops.
His proposal was that the problems of his committee should be brought back to be addressed by the committees who remained at the settlement.
The committees that remained at the settlement agreed it was right for Henare to refer these problems back to them, so they could properly investigate these issues when the travelers returned.

For this reason, the issues of this settlement were addressed first, allowing us to then examine the wrongdoings of that journey to Turanga.
The wrongdoing of that journey to Turanga was clearly established. The committee addressed these two sins - adultery and drunkenness - because the journey to Turanga was not lawless; they had created rules for that journey, completed like the Ten Commandments shown to Moses.
This explains the determination of sin for that committee that mission that went to Turanga: one was rule-breaking [violating their own established rules], the other major issue [failing to follow] resembled Christ's words to his disciples.
Go you disciples to all nations, there is indeed another scripture similar to this mission in Matthew 10 in verses 9 -10

That is the reason for the many objections to that mission [as it did not adhere to these principles of simplicity and humility].
Here is another scriptural metaphor that applies to that mission to Turanga, where the scripture says 'Be very careful about how you conduct yourselves - not as unwise people but as wise ones.' Here is yet another scriptural reference that applies to those who uphold the works of faith and the law.
Whether a prayer leader or bishop, that exhortation word of Christ says "Let your light shine before others, that they may see your good deeds and glorify your Father in heaven."

these 2 troublesome matters of the committee all the way to the bishops, the extent of the sin is like a passage of scripture: "those who come into our practices will be blocked by false teachings"
before God and the law. This is the reason it was called false teaching from going from this settlement to preach the words to the world, 2 troublesome matters, one is adultery, one is alcohol, that is the root of adultery, alcohol.
After returning home, another offense was added to this committee's wrongdoings - they brought tattoo experts (tohunga ta moko). When these tattoo practitioners arrived, they elevated and celebrated the practice of traditional tattooing.
The significance of this elevation of ta moko was this: those who brought these tattoo practioners deliberately intended to give the practice a status and authority

comparable to Christ's words to his Apostle: 'You are Peter, and upon this rock I will build my church, and the gates of Hades will not prevail against it. When they came to this settlement, these [tattoo practices] were endorsed by their supporters, and then the thinking of both the supporters and those who brought them suddenly leapt up. They elevated this practice in its full expression, including tattoos on legs, arms, and the entire body, determined to challenge faith and law. Standing firmly against this challenge was the church known throughout the world as Te Aute [Anglican], together with the law. The church and the law recognised that the practice of tattooing was not of equal standing to be a worthy debate opponent for the church, the law, and the doctrine.
Christ has already declared that all works in the world, in heaven, and in the spirit world (Te Reinga), regardless of what transgressions people commit or what wrongful deeds people perform,

The doctrine and the law recognised that both this practice of ta moko and its advocates would be defeated when they challenged the very essence of the law and faith, having presumed to establish the practice as equal in spiritual authority to the church and religious law.
The church and law were confident they would overcome the tattooing practice because church prayers [litany] specifically condemn pride, secret gatherings, cannibalism, false teachings, and causing division within the church.
[It also addresses] stubborness and contempt for divine law and doctrine. When the gospel first arrived at this island, people harboured hatred toward one another and practiced cannibalism.
People would perform ritual self-cutting during mourning for one another. Faith and the law decreed that people should stop consuming one another and

humanise the grieving between one another. These doctrines of the Gospel were agreed to by all islands in this world. From the time when the work of faith and the law became widespread, [yet] people's thoughts returned to cannibalism and
contempt for its doctrines and laws. Now, that doctrine, that law will not fail, but the practitioners of that tattooing practice will fail along with its supporters of that practice, this is the settling of the defeat by the law and faith.
A monetary penalty of £1 (one pound) will be imposed on the person who introduces the practice of tā moko. A monetary penalty of £1 5s (one pound and five shillings) will be imposed on each supporter of the practice. If there are multiple supporters, this same monetary penalty will be imposed on each and every person.
Here also is the scripture/teaching that made clear the declaration of the law that it will defeat those kinds of people who are arrogant toward its laws and all its works. Heaven and earth and people will pass away, but its teachings and its works will never pass away.

Here is guidance for the missions of Henare Matua on this island, whether he has already traveled them or whether he still has to travel, regarding the summons of the tribes of this island for the
journeys still remain. This explanatory word is in Acts 6, verses 3, 4, and 5, the first verse says: “Therefore, brethren, seek out from among you seven men of good reputation, full of the Holy Spirit and wisdom, whom we may appoint over this business” for the works for the journeys throughout this island when the time comes that is arranged for the calls of this entire island.
These biblical words were applied to Henare's future journeys because of what happened during his Turanga trip. In that case, only the

sea spray [challenges] touched upon his outer garment merely making it moist, which was somewhat fortunate; had it been cast into the midst of the ocean or consumed/devoured by the opposition, no life would have been seen within what was consumed or devoured - it would have been recognised as death forever into the great night, the long night [with eternal consequences]. Here also is another arrangement for his remaining journeys: it is right that the invitations from various parts of this island be respected.
The reason is we know about the loading of the waka: if the waka is loaded on just one side, the waka will capsize; if the load of the waka is distributed equally, then that waka will not capsize.
